Wonder what country they're talking about
The WHO has just come out with a report that shows clearly that countries that treat drug use as a criminal problem contribute to the spread of HIV. Drug users are much more likely to be tested and less likely to spread the disease in countries where drug use is seen as a medical problem, and they will not be branded as criminals.
Folks, they're not talking about third world countries. The good old U.S.of.A. has just been internationally branded as a country who's policies contribute to the spread of the most feared disease in human history.
And they're right.
